SPARC Europe reacts to Plan S implementation guidance

Today, SPARC Europe formally responded to Plan S on its implementation guidelines. We address a range of issues including the need for reform in research evaluation, publication costs and ensuring financial support for OA publishing, transformative agreements, that repositories need to be put more on a par with Open Access journals or compliant Open Access platforms, funding Open Science infrastructure, licensing and rights, that book chapters and monographs need to be addressed now and that many requirements for publishers, platforms and repositories need to be reconsidered or become recommendations.
